The EU is highlighting a common “language” and approach with regards to education and training in EU countries. EQF and ECVET talk about how education/VET should be described and communicated with the help of the following structure: the outcome of the learning is presented, not the course content; the learning outcomes are collated in “units of learning” that are then matched against one of EQF’s 8 levels that indicate the depth of the learning; and there should be a common structure for allocating a number of credits to the learning outcomes.
